What does this mean? I assume she is not referring to the actual state of Alaska, which is owed by the United States, not some dude in Houston. Is she referring to some kind of game?

I think she is referring sarcastically to some scam online. "Kenyon prince wants to give YOU money!" or "Texan wants to sell YOU Alaska!"
