looks like estonian. something about it being possible to call ? helistada is call. of that i am certain.

It's Estonian and "voib" should be "võib", but 818 probably doesn't have õ on his keyboard or keypad or whatever he or she is using.

As there are ~1.1 million people speaking Estonian and most of them don't live in the Verzion network area I would say that this is pretty unique message.
I even dare to predict that there is exactly one Leila in Verzion network who understands Estonian :)
